The child is one of the integral basic constituents of the society and it is an important part of the society. A Secured, Healthy and Educated child builds a robust society in future. Taking that into account, various rights are conferred on children. But many impediments are coming in the way of free enjoyment of these rights by children. In this context, for the overall development of a child, it is equally important to make provisions for the protection of child rights.
The Commission for Protection of Child Rights, 2005 is enacted to provide for the constitution of a National Commission and State Commissions for Protection of Child Rights and Children’s Courts for providing a speedy trial of offenses against children or of violation of child rights and for matters connected therewith or incidental thereto. Section 13 of the Act enumerates functions of the Commission, especially to –
. Examine and review the safeguards
. Present reports on working of safeguards
. Inquire into violation of child rights
. Examine all factors
. Look into the matter needing special care and protection
. Study treaties and other international instruments
. Undertake and promote research
. Spread child rights literacy among various sections
. Inspect juvenile custodian home, etc.
. Inquire into complaint or take suomotu notice
. Monitoring of child’s right to education
. Monitoring of the Protection of children from Sexual Offences Act, 2012
